It is an exceptional procedure approved by Royal Decree 316/2026 allowing foreigners who arrived before 01/01/2026 and meet certain requirements to regularise their status in Spain. There are two paths: international protection applicants (EX-31) and extraordinary arraigo for those in irregular status (EX-32).
The deadline to file is 30 June 2026, no extension. Do not leave it to the last minute — preparing the file takes time.
Depending on the plan: €199 (Preparation) or €499 (Full service). On top, the official €38.28 government fee (form 790-052). If you choose the full service, there is also a notary fee for the power of attorney (~€50-100).
The Administration has 3 months to resolve from admission. If it does not resolve within that time, negative administrative silence applies. Admission usually happens within about 15 working days after submission. Once admitted, you can register with Social Security without waiting for your TIE.
At minimum: complete passport, criminal record from your country of origin, proof of entry in Spain before 01/01/2026 and of uninterrupted residence during the previous 5 months. Depending on your ground: work contract or offer, family book plus school registration of minors, or Annex II vulnerability certificate.
You don't need them. The lawyer submits on your behalf using their own professional certificate, after you sign a representation designation (a private document, no notary required). This is the usual route for people without their own digital certificate.
